K\u0131s\u0131tlamalar\u0131n kalkmas\u0131yla, yabanc\u0131lar\u0131n da T\u00fcrk gayrimenkul sekt\u00f6r\u00fcne var olan ilgisinin per\u00e7inlendi\u011fini s\u00f6yleyen \u00d6ZCAN, ticari hayat\u0131n normale d\u00f6nmesi ve \u00f6zellikle y\u00fcz y\u00fcze e\u011fitimin ba\u015flamas\u0131 dolay\u0131s\u0131yla \u00f6\u011frencilerin b\u00fcy\u00fck kentlere geri gelmesiyle de, konut sekt\u00f6r\u00fcn\u00fcn hareketlendi\u011fini s\u00f6yledi.<\/p>\n\n\n\n<p><strong>Talep canland\u0131, sat\u0131\u015f fiyatlar\u0131 ve kiralar artt\u0131. Yeni konut \u00fcretimi i\u00e7in te\u015fvik \u015fart\u2026<\/strong><\/p>\n\n\n\n<p>Talebin canlanmas\u0131yla ve son d\u00f6nem ekonomide ya\u015fanan geli\u015fmelerle, h\u0131zl\u0131 y\u00fckselen konut sat\u0131\u015f fiyatlar\u0131n\u0131 ve kiralar\u0131 frenlemek i\u00e7in \u201cK\u0131sa ve Orta&amp;Uzun Vadede Yap\u0131lacaklar\u201d olarak iki a\u015famal\u0131 bir form\u00fcl \u00f6neren GAPAS Ba\u015fkan\u0131 \u0130smail \u00d6ZCAN, konutlardaki bug\u00fcnk\u00fc fiyat ve kira art\u0131\u015f\u0131 sebeplerini iyi belirlemek gerekti\u011fini, sat\u0131l\u0131k\/kiral\u0131k konut arz\u0131n\u0131 \u2018h\u0131zl\u0131\u2019 artt\u0131racak bir aksiyona ihtiya\u00e7 oldu\u011funu, yeni in\u015faatlar\u0131n, minimum 18 ay s\u00fcrmesi nedeniyle eldeki binalara odaklanman\u0131n gerekti\u011fini vurgulad\u0131. K\u0131sa vadede yap\u0131lmas\u0131 gerekenlerin; ilk kez GAPAS taraf\u0131ndan \u00f6nerilen mevcut at\u0131l durumdaki ofis, otel t\u00fcr\u00fc bina sto\u011funun, imar plan\u0131 ve tapu tadilatlar\u0131yla h\u0131zl\u0131ca \u2018konuta d\u00f6nd\u00fcr\u00fclmesi\u2019, sahipsiz ve metruk binalar\u0131n kamula\u015ft\u0131r\u0131l\u0131p yenilenerek piyasaya sunulmas\u0131, m\u00fcteahhitlerin elinde kalan \u00f6zellikle l\u00fcks konutlar\u0131n \u00e7e\u015fitli KDV, vergi ve har\u00e7 indirimleriyle eri\u015filebilir hale getirilmesi ve kamu bankalar\u0131 eliyle cazip konut finansman imkanlar\u0131 yarat\u0131lmas\u0131 gerekti\u011fini ifade etti. Orta ve uzun vadede de devletin \u00f6zel sekt\u00f6r\u00fc, istihdam ve kredi paketleriyle konut \u00fcretmeye te\u015fvik etmesi, arsa \u00fcretimini h\u0131zland\u0131rmas\u0131 ve bu arsalar\u0131n m\u00fcteahhitlere \u2018kat kar\u015f\u0131l\u0131\u011f\u0131\u2019 ihale edilmesi, \u00f6zellikle in\u015faat s\u00fcresini k\u0131saltan prefabrik sistem betonarme ve \u00e7elik yap\u0131 sistemlerini tercih eden m\u00fcteahhitlere ruhsat harc\u0131 &amp; vergi indirimi yapmas\u0131 gerekti\u011fini s\u00f6yledi.<\/p>\n\n\n\n<p><strong>\u201cS\u00fcrd\u00fcr\u00fclebilir bir konut \u00fcretim politikas\u0131\u201d olmal\u0131\u2026<\/strong><\/p>\n\n\n\n<p>T\u00fcrkiye\u2019nin \u201cS\u00fcrd\u00fcr\u00fclebilir bir konut \u00fcretim politikas\u0131\u201d olmas\u0131 gerekti\u011fini savunan GAPAS Ba\u015fkan\u0131 \u0130smail \u00d6ZCAN, \u0130stanbul\u2019da orta ve orta \u00fcst gelir grubuna hitap edecek konut arz\u0131n\u0131n neredeyse t\u00fckendi\u011fini, eri\u015filebilir seviyedeki yeni ve 2. el konut sat\u0131\u015f fiyatlar\u0131n\u0131n bu nedenle y\u00fckseldi\u011fini s\u00f6yledi. \u00d6ZCAN, \u201cGayrimenkul pazarlama ve sat\u0131\u015f sekt\u00f6r\u00fcn\u00fcn kalbinde yer alan profesyonelleri bir araya getiren GAPAS olarak 1,5 y\u0131l \u00f6nce, \u00f6zellikle \u0130stanbul\u2019da 2021 ve 2022 y\u0131llar\u0131nda \u2018Konut K\u0131tl\u0131\u011f\u0131\u2019 ya\u015fanaca\u011f\u0131n\u0131 s\u00f6yledik ve maalesef hakl\u0131 \u00e7\u0131kt\u0131k. \u00d6zellikle in\u015faat\u0131 tamamlanm\u0131\u015f, oturmaya haz\u0131r yeni konutlardaki bu k\u0131tl\u0131k, 2022\u2019de daha da \u015fiddetli hissedilecek, devletimizin konut \u00fcretimini te\u015fvik etmesi gerekti\u011fini \u00e7ok \u00f6nce s\u00f6yledik, arz olmay\u0131nca eldekinin k\u0131ymeti tavan yap\u0131yor\u201d dedi.<\/p>\n\n\n\n<p><strong>T\u00fcrkiye \u0130statistik Kurumu\u2019nun (T\u00dc\u0130K) a\u00e7\u0131klad\u0131\u011f\u0131 verilere g\u00f6re<\/strong>, 2021 y\u0131l\u0131nda konut sat\u0131\u015flar\u0131 1.491.856 adet olarak ger\u00e7ekle\u015fti. Bu sat\u0131\u015flar\u0131n 461.523\u2019\u00fc yeni\/s\u0131f\u0131r konutlardan olu\u015furken, 1.030.333 adedi de ikinci el konutlardan olu\u015ftu. Toplam sat\u0131\u015flar i\u00e7inde yeni\/s\u0131f\u0131r konutlar %30,9 bir b\u00fcy\u00fckl\u00fc\u011fe sahipken, ikinci el konutlar %69,1\u2019lik bir b\u00fcy\u00fckl\u00fc\u011fe ula\u015ft\u0131. Sat\u0131\u015f \u015fekline g\u00f6re bak\u0131ld\u0131\u011f\u0131nda da toplam sat\u0131\u015flar\u0131n sadece %19,7\u2019si ipotekli sat\u0131\u015flardan olu\u015furken, %80,3\u2019\u00fc di\u011fer t\u00fcr sat\u0131\u015flardan olu\u015ftu. \u0130potekli sat\u0131\u015flar bir \u00f6nceki y\u0131l 2020\u2019ye g\u00f6re, 2021\u2019de, neredeyse yar\u0131 yar\u0131ya, %48,6 oran\u0131nda azald\u0131.
