Arz a\u00e7\u0131\u011f\u0131 artarken yat\u0131r\u0131mc\u0131 ve yabanc\u0131lar\u0131n taleplerinin artmas\u0131 da fiyatlar\u0131n artmas\u0131na neden oluyor. Bar\u0131nma krizinin giderek derinle\u015fmesiyle ilgili \u00d6ZCAN, vatanda\u015flar\u0131n yeni konut sat\u0131n alabilmesi i\u00e7in yeni bir m\u00fclkiyet sistemine ge\u00e7ilmesi gerekti\u011fini s\u00f6yledi. <\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\"><b>\u00a0<\/b><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\"><b>\u0130ngiltere\u2019de Uygulanan \u2018Kullan\u0131m Hakk\u0131 Sat\u0131\u015f\u0131\u2019 Y\u00f6ntemi T\u00fcrkiye\u2019de de kullan\u0131labilir.<\/b><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\">Son d\u00f6nem ekonomide ya\u015fanan geli\u015fmelerle h\u0131zl\u0131 y\u00fckselen konut sat\u0131\u015f fiyatlar\u0131n\u0131 ve kiralar\u0131 frenlemek i\u00e7in m\u00fclkiyet sistemi de\u011fi\u015fimine dayal\u0131 bir form\u00fcl \u00f6neren GAPAS Ba\u015fkan\u0131 \u0130smail \u00d6ZCAN, \u0130ngiltere\u2019de uygulanmakta olan \u2018uzun s\u00fcreli sahiplik &#8211; arsa kiras\u0131\u2019 modelini \u00f6nerdi. Sistemin T\u00fcrkiye\u2019de turizm, madencilik ve tar\u0131m gibi alanlarda kullan\u0131ld\u0131\u011f\u0131n\u0131 ifade eden \u00d6ZCAN, perakende konut piyasas\u0131na da bu modeli adapte etmek gerekti\u011fini s\u00f6yledi.<\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\">\u00a0<\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\">\u00d6nerdikleri Yeni M\u00fclkiyet Sistemi\u2019nin arsa maliyetini, konutun veya ticari \u00fcnitenin ilk yat\u0131r\u0131m maliyetinden \u00e7\u0131kard\u0131\u011f\u0131n\u0131 s\u00f6yleyen \u00d6ZCAN, \u201cYeni m\u00fclkiyet sistemiyle; arsan\u0131n m\u00fclkiyeti ilk sahibinde kal\u0131yor, daire veya d\u00fckkan alan, sat\u0131\u015f fiyat\u0131 olarak arsan\u0131n bedelini de\u011fil, m\u00fcteahhidin in\u015faat maliyetini \u00f6d\u00fcyor, arsa sahibine de uzun s\u00fcreli olarak kira \u00f6d\u00fcyor.\u201d dedi. Bu sistemin, mevcut kanunlarda k\u0131smen \u2018intifa\u2019 hakk\u0131 olarak tan\u0131mlanan hakk\u0131n sat\u0131\u015f\u0131na dayand\u0131\u011f\u0131n\u0131 ifade eden \u00d6ZCAN, bug\u00fcn 1.000.000 TL\u2019ye sat\u0131lan bir dairenin, uygulanacak Yeni M\u00fclkiyet Sistemi\u2019yle 500.000 \u2013 600.000 TL\u2019ye sat\u0131labilece\u011fini, arsa bedelinin ilk sat\u0131n almada \u00f6denmeyip, bunun yerine, arsa i\u00e7in ayl\u0131k bir kira bedelinin arsa sahibine \u00f6denebilece\u011fini s\u00f6yledi. Yeni M\u00fclkiyet Sistemi\u2019nde her kesimin kazan\u00e7l\u0131 \u00e7\u0131kaca\u011f\u0131n\u0131 ifade eden \u00d6ZCAN, \u201cVatanda\u015f fiyat\u0131 eri\u015filebilir bir konuta sahip oluyorken, m\u00fcteahhit in\u015faat yap\u0131p sat\u0131yor yani ticaretini\/i\u015fini yap\u0131yor, arsa sahibi arsay\u0131 elden \u00e7\u0131karmadan uzun vadeli getiriye kavu\u015fuyor.\u201d dedi.<\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\">\u00a0<\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\">Hem yeni konutlar\u0131n hem de 2. el konutlar\u0131n ve ticari \u00fcnitelerin sat\u0131\u015f\u0131nda Yeni M\u00fclkiyet Sistemi\u2019nin kullan\u0131labilece\u011fini s\u00f6yleyen \u00d6ZCAN, sistemin kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fc de h\u0131zland\u0131rabilece\u011fini, burada ihtiya\u00e7 duyulan kaynak aray\u0131\u015f\u0131na da \u00e7are olabilece\u011fini s\u00f6yledi. Arsa kar\u015f\u0131l\u0131\u011f\u0131 eski binalar\u0131n y\u0131k\u0131l\u0131p yeni binan\u0131n yap\u0131m\u0131n\u0131 kurumsal gayrimenkul yat\u0131r\u0131mc\u0131lar\u0131n\u0131n \u00fcstlenebilece\u011fini ifade eden GAPAS Ba\u015fkan\u0131 \u00d6ZCAN, \u201cYeni binan\u0131n teslimi\u00a0sonras\u0131 arsan\u0131n eski sahipleri yeni evlerine kavu\u015furlar, gayrimenkul yat\u0131r\u0131mc\u0131s\u0131na sadece arsa kiras\u0131 \u00f6derler.\u201d dedi.<\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\">\u00a0<\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\"><b>Konut fiyatlar\u0131ndaki art\u0131\u015f, vatanda\u015f\u0131n \u00f6deyebilece\u011finin \u00e7ok \u00fcst\u00fcnde.<\/b><\/p>\n<p style=\"margin-bottom: 0cm; text-align: justify; vertical-align: top;\">GAPAS Ba\u015fkan\u0131 \u0130smail \u00d6ZCAN, T.C. Merkez Bankas\u0131\u2019n\u0131n, Mart 2022\u2019de, konut fiyatlar\u0131n\u0131n ortalama y\u00fczde 110 art\u0131\u015f g\u00f6sterdi\u011fini a\u00e7\u0131klad\u0131\u011f\u0131n\u0131 hat\u0131rlatarak, bug\u00fcn ortalama 100 m2, 2+1 yeni bir dairenin fiyat\u0131n\u0131n, T\u00fcrkiye ortalamas\u0131n\u0131n 1.000.000 TL, \u0130stanbul ortalamas\u0131n\u0131n 1.500.000 TL oldu\u011funu ifade etti.
