Konut fiyatlar\u0131nda ve kira bedellerinde g\u00f6zlenen art\u0131\u015f\u0131n, yeni\/s\u0131f\u0131r konut sto\u011funun azald\u0131\u011f\u0131 y\u00f6n\u00fcnde g\u00f6sterge oldu\u011funu ifade eden Gayrimenkul Pazarlama ve Sat\u0131\u015f Profesyonelleri Derne\u011fi Ba\u015fkan\u0131 \u0130smail \u00d6ZCAN, sat\u0131\u015f fiyatlar\u0131n\u0131 ve kiralar\u0131 dengede tutabilmek i\u00e7in \u00f6zel sekt\u00f6r\u00fcn konut \u00fcretmeye te\u015fvik edilmesi gerekti\u011fini s\u00f6yledi.<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;<\/strong><\/p>\n\n\n\n<p>Covid-19 salg\u0131n\u0131 s\u00fcrecinde, \u00f6zellikle Mart, Nisan ve May\u0131s aylar\u0131nda g\u00f6rece yava\u015flayan talebin harekete ge\u00e7mesi, kamu bankalar\u0131n\u0131n uygulad\u0131\u011f\u0131 cazip konut kredisi kampanyalar\u0131yla birle\u015fince haziran ay\u0131nda 190.012 adet konut sat\u0131\u015f\u0131 ger\u00e7ekle\u015ftiren gayrimenkul sekt\u00f6r\u00fcnde, sat\u0131\u015f fiyatlar\u0131n\u0131n da artma e\u011filimine girdi\u011fi g\u00f6zleniyor. Konut \u00fcretiminin y\u00fcksek oldu\u011fu Beylikd\u00fcz\u00fc, Esenyurt, Ba\u015fak\u015fehir, \u00c7ekmek\u00f6y, Pendik gibi yeni yerle\u015fim b\u00f6lgelerinde dahi konut kiralar\u0131n\u0131n art\u0131\u015f e\u011filiminde olmas\u0131, konut sto\u011funun azald\u0131\u011f\u0131 y\u00f6n\u00fcnde g\u00fc\u00e7l\u00fc i\u015faretler olu\u015fturmaya ba\u015flad\u0131. Yeni yap\u0131 i\u00e7in ruhsat al\u0131mlar\u0131n\u0131n son birka\u00e7 y\u0131ld\u0131r ciddi oranlarda azald\u0131\u011f\u0131na vurgu yapan Gayrimenkul Pazarlama ve Sat\u0131\u015f Profesyonelleri Derne\u011fi (GAPAS) Ba\u015fkan\u0131 \u0130smail \u00d6ZCAN, haziran ay\u0131nda sat\u0131\u015flar\u0131n ivmelenmesiyle moral bulan gayrimenkul sekt\u00f6r\u00fcn\u00fcn, yeni konut \u00fcretimi i\u00e7in te\u015fvik edilmesi gerekti\u011fini s\u00f6ylerken ortalama 100 adetlik bir konut sitesinin in\u015faat\u0131n\u0131n, en iyi ihtimalle 2 y\u0131ll\u0131k bir s\u00fcrede tamamlanabildi\u011fini ifade eden \u00d6ZCAN, \u201cT\u00dc\u0130K verilerine g\u00f6re yeni yap\u0131 ruhsat\u0131 al\u0131mlar\u0131nda, daire say\u0131s\u0131 \u00f6zelinde bak\u0131ld\u0131\u011f\u0131nda hem 2018\u2019de hem de 2019\u2019da bir \u00f6nceki y\u0131la g\u00f6re art arda iki y\u0131l %53\u2019l\u00fck azalma ya\u015fand\u0131\u011f\u0131n\u0131, sekt\u00f6r\u00fcn \u00fcretim konusunda \u2018fren\u2019 yapt\u0131\u011f\u0131n\u0131, bu durumun da 2021\u2019de ve hemen \u00f6nlem al\u0131nmazsa sonraki y\u0131llarda \u2018konut k\u0131tl\u0131\u011f\u0131\u2019 yarataca\u011f\u0131n\u0131\u201d belirtti. \u00d6zel sekt\u00f6r\u00fcn yeni konut in\u015fa etmek i\u00e7in te\u015fvik edilmesi gerekti\u011fini savunan GAPAS Ba\u015fkan\u0131 \u0130smail \u00d6ZCAN, \u201cbug\u00fcn otomotiv sekt\u00f6r\u00fcnde g\u00f6zlenen ciddi fiyat art\u0131\u015flar\u0131n\u0131n, 2021 ve 2022 y\u0131llar\u0131nda konut sekt\u00f6r\u00fcnde ya\u015fanmas\u0131n\u0131 istemiyorsak, piyasalarda konut sekt\u00f6r\u00fc kaynakl\u0131 enflasyonist bir bask\u0131 olu\u015fmas\u0131n\u0131 engellemek i\u00e7in hemen bug\u00fcn \u00f6zel sekt\u00f6r konut \u00fcretmeye te\u015fvik edilmelidir\u201d dedi. Vergi ve har\u00e7 indirimi, istihdam te\u015fviki, kredilendirme deste\u011fi ve arsa tahsisi olarak d\u00f6rt kanalda gayrimenkul sekt\u00f6r\u00fcn\u00fcn te\u015fvik edilebilece\u011fine i\u015faret eden GAPAS Ba\u015fkan\u0131 \u00d6ZCAN, \u201c\u00d6n\u00fcm\u00fczdeki bir y\u0131ll\u0131k bir s\u00fcrede yeni proje geli\u015ftirip yeni yap\u0131 ruhsat\u0131 al\u0131nacak projelerde, proje onay ve yap\u0131 ruhsat\u0131, yap\u0131 denetimi, tapu devir har\u00e7lar\u0131 %50 indirimli talep edilmeli, yap\u0131 malzemelerindeki KDV oran\u0131 %8\u2019e d\u00fc\u015f\u00fcr\u00fclmeli, yeni projelerde b\u00fct\u00fcn ba\u011f\u0131ms\u0131z b\u00f6l\u00fcmler %1 KDV ile sat\u0131labilmeli, in\u015faat i\u015fi i\u00e7in teknik ve pazarlama-sat\u0131\u015f uzman\u0131 istihdam edecek gayrimenkul geli\u015ftirme ve m\u00fcteahhitlik \u015firketlerinin muhtasar \u00f6demeleri 2021 y\u0131l\u0131 sonuna ertelenmeli, konut kredisi tahsisi i\u00e7in in\u015faat tamamlanma oran\u0131 \u015fart\u0131 %25\u2019e d\u00fc\u015f\u00fcr\u00fclmeli, devlet elindeki konut imarl\u0131 arsalar\u0131 \u2018kat kar\u015f\u0131l\u0131\u011f\u0131\u2019 modeliyle\u2019 indirimli baz ve tavan oran uygulamas\u0131yla gayrimenkul geli\u015ftiricilere tahsis etmeli\u201d dedi.
